('binary' encoding is not supported, stored as-is) Sometimes there is a difference between "restart in dos mode" and "true dos mode"(F8 key while the machine is booting, choosing command prompt only).
I've had this problem on a few occasions.
Have you tried booting up with a DOS/win95 bootdisk???(truest DOS mode)
