This is due that the mu kernel laks APM support and so the option
"Shutdon on halt" (or something like that) is missing. I have
recompiled a kernel with that option enabled and my good old
thinkpad can turn itself off now.
If you want I can upload that kernel to my site, but I can't
remember exactly what I did and what I din't include. And also be
aware that the kernel has been compiled under moder egcs and
redhat 6.2 with an experimental patch so it did compile in the fist
place. (the readme of the patch say that it is largery untested and
the kernel may bee unstable or incopatible etc.) But I haven't had
any problems with it (have been running that kernel since 9r6)
