You can always mount the disk with the addons on /mnt, then load the
addon with:
# setup -f XYZ from=/mnt/path/XYZ.tgz.
As alternative:
# fdformat /dev/fd0H1722
# cat XYZ.tgz > /dev/fd0H1722
# setup -f XYZ
