That is the problem. If Microsoft's least adept users are not likely reform
themselves, it seems reasonable to look elsewhere for a cure. That is, a cure
that doesn't depend on them.
The situation resembles medicine, where there's public health, (better plumbing
and sewers in a city, for example), and personal remedies, where the patient is
given pills or told to avoid harmful things. Mailing list filters would be
akin to a public health measure.

Some old Dos shareware programs were excellent and still haven't been matched.
