[bluetooth] LMP and HCI firmware

I am currently working on the TOP funtional diagram of
the system.
Should we implement the LMP and HCI irmware as
software that runs on a micocontroller or RISC core?
can not we just implement a mapper in hardware based
on ROM between HCI interfcae and Baseband?

I have not seen any system doing this!!
