Those devices are already available. They are called FPGA prototyping
boards. They will plug in to your PC and allow you to upload a configuration
file to configure the FPGAs. You could take a core from the opencores web
site and upload it to those FPAGs, and voila, you have extended your PC !
The drawback is that those boards are quite expensive (at least the better
ones).
